37 years of Pain, help find answers and justice for L. Covan

Most everyone has heard the story of Harvey Milk and the Moscone-Milk assassinations on November 27th 1978. This was also the last day for my grandfather Louie Covan Webster. Just hours after this famous incident my grandfather went to his work as a cashier in a San Joaquin corner store. Within a few hours he was found dead on the floor in an apparent robbery. Like Milk he was also shot 5 times. That is all we know. My mom has only mentioned him a handful of times and very briefly. I didn't know his name until i was over 18 and for my entire life i had a dark spot when i thought of him. Only last year at the age of 25 while going though a box of papers that had been in storage did i find a faded memorial booklet with a picture of Louie. It was the first time i had ever seen an image of my grandfather and finally that dark spot has a face. I am determined to hire a private investigator in order to gather enough to possibly reopen the case. We know that there is a possibility that we may never know who killed him but there has to be more information. One thing I heard my mother say all my life is she was sure that he would have just given the money he always taught her not to fight over any amount of cash because its not worth your life. I know now that I'm older just how much that burning unknown looms in our lives. I have contacted a few private investigators and have been told a major case might cost anywhere from $10,000 up to $ 30,000 and more as the “national average” cost for a highly qualified investigator is approximately $150 per hour as well as mileage which usually run between .50 to .75 per mile depending on the cost of fuel. No investigator wants to look into it without a few hours down payment. It is a nearly 40 year old case. Also I would also like to go with my mom to straighten up his gravesite. I have never been there and i dont know if my mom has since 1978. Please any help is a blessing. If anyone knows an investigator that would offer discounted or pro bono work that would also be awesome and supplement the funds needed. Louie Covan was senselessly killed over a few dollars he would have handed over peacefully. He was a good, hard-working father and husband. Everyone said that would give the shirt off his back to anyone I just want to know who felt like that wasnt enough and decided to take his life. My mom has given up but i dont want to if there is any chance the truth could be found I want to find it and i know every year the chances fade.
