A child has the right to feel safe, loved and cared for. An undenialbe right to learn and grow and become the person they are destined to be. Right now more than 4000 Minnesota children are separated from their families because of abuse or neglect. They are placed in the child welfare system - a system full of well-intentioned and caring people who do their best to place children in what is hoped will be better circumstances. But it is an overtaxed system. Children are sometimes placed in different homes than their brothers and sisters or they can be moved two or three times in less than a year. Too often children languish in the foster can system, ultimately "aging out" without a stable home.
So what can be done? The solution begins with a single volunteer. The volunteer guardian ad litem or Court Appointed Special Advocate (CASA) is specially trained to know what is in a child's best interest, and how to get those interests met by the system. CASA volunteers will fight for the child, against all odds, against power, against bureaucracy and shortsighted agendas. Fight until the child understands that he has a right to believe in himself.
Today 386 volunteers in Hennepin and Ramsey Counties are helping more than 1200 children find their way to a safe, loving home. CASA is the only program of its kind. Everything is built around one child and one compassionate, highly trained adult advocate for that child.
