Farm Seeds for hunger

I am a land owner who does NOT qualify for Farm startup so I am raising money to feed local families in a HUGE food desert. Most families in my community have NO access to food and starve daily. Food is located either 50 or more miles away from my hometown or one corner store sells 1 gallon of milk for 8 dollars and bread is almost $10.00 per unit price. Almost 80% of the towns near me are on SNAP and need to learn where their food comes from, how to manage it, prepare it and store for later dates. Funding breakdown: 1,000 for seeds, 1,500 for water system repairs, 500 to employ locals to work and harvest, 1,000 in USDA fees to register and obtain certification, 800 for repairs to transportation vehicle and 200 for farm stand set up and food boxes for families.
