Help Dave, Carol and JJ get out of the rain

Dave, Carol and JJ (their dog) have been staying at the end of a parking lot near where I work. They left Anchorage, Alaska when Dave's job ended and a friend in Portland said she had work for him. When they arrived here (presumably by ferry), they found out the job in Portland fell through. They are currently homeless in Bellingham, WA and have had no luck finding shelter. It's now in the 40's at night and rains regularly. They are sleeping on concrete. They appear to be in their late 60's or early 70's. I have noticed them here for the last couple of weeks when I go to take pictures of the sunset. Dave is almost always busy taking care of their things or sitting next to Carol. When I asked them if they needed help and Dave said they didn't but Carol quickly corrected him. I could see the desperation in her eyes. I offered them what cash I had on me but they both declined. I had to set it down on one of their carts. They're not begging or looking for a hand-out, just a hand up. I would like to raise enough cash to make sure they have a warm, dry place to stay during the winter and food for themselves and JJ. I don't know exactly how much this will cost but I'm hoping with what I can add, this will at least see them through the winter and help them get the assistance they need to get back on their feet. I can't help everyone in the world but these folks are right here in front of me. I will update this project as I'm able to determine what they actually need and what other resources are available.
