Help indemnify Javier for 22 years in jail and innocent

Hello! I am writing on behalf of Javier, a Peruvian man who spent 22 years in a Peruvian jail, from 1981 to 2003, to be later found innocent and released without receiving any kind of compensation. It was the time of terrorism in Peru, and many were arrested without reason, but Javier's case is unique because of the length of his incarceration, but also because of the various kinds of torture he suffered at the hands of the guards. Therefore, although he always worked as an artisan when he could, Javier is now 61, and barely has any savings. His only wish is to be able to settle down in a little house in the countryside (which can be bought for as little as 10 000$ in Peru), to grow his vegetables and raise a few animals. Since the Peruvian government has no interest in redressing this situation, I am asking you to help him realize his dream. He deserves it, after everything he has gone through. Thank you.
