Help Josh and his daughter reunite!

This may turn out to be a long story so thank you in advanced for taking the time to read.
Josh has a 4 (almost 5) year old daughter whom was withheld from him unlawfull from the time she was almost 2 until after she was 4. Josh and I also have a 2 year old son. He is a WONDERFUL father who just wants a chance to love and get to know his daughter.
We went back to court finally in August of 2015 after not seeing his daughter for over 2 years due to mothers refusal to allow a relationship. We went alone, she had an attorney. He did make head way in the way of him finally being allowed to see his daughter, however ultimately he lost in court. If anyone has been through the family courts you know how corrupt the system is!
He was allowed one, 2 hour visit a week under supervision for reintegration purposes. Since he didn't see his daughter for so long the court thought it best to help them get to know each other in a platonic environment. However, they didn't put an end date on it (which is completely unfair and almost unheard of). Most supervised visit schedules only go for a few months. Josh has been doing his for EIGHT. Her mother also requested that he pay for 100% of the visitation fees which comes to roughly $200/month just to see his daughter for 8 hours a month. So far in visitation fees alone, we have spent roughly $1700. Plus the child support and day to day living we have nothing left to save.
I was fortunate enough to have a tax return and we have retained the lawyer we want/need. However, all my return could cover is the initial retainer fee and cost. She will be billing us monthly and we have to find a way to come up with that money as well. We were left no choice but to find an attorney 45 minutes outside of the city that the case is held in and because of this the cost of keeping her increases dramatically vs if she were practicing where the case was.
