Help my nephew being held by corrupt Mexican police

This week our nephew, Carlos, was in an accident while on his motorcycle and his girlfriend, Jessica, was killed by a hit-and-run driver. The corrupt Mexican police are using this as an opportunity to solicit a bribe, accusing him of drunken driving and manslaughter and asking about $11,000 to release him and not press charges. He has been held in jail for nearly a week since the accident with no medical attention. It's hard to imagine how horrible this situation is for Carlos. Not only has this kind-hearted, hardworking young man lost his partner of years (they recently moved to a new city together) but he is now being accused of being responsible for her death and was not even able to attend her funeral. Carlos is 19 years old and Jessica was 21. He studied engineering and works in Guadalajara. He's a great guy who would never hurt a fly. Sergio's family has already helped pay for Jessica's funeral and other expenses. Now we are trying to help get Carlos out of jail.
