A study released in April of 2014 by the Bureau of Justice Statistics reported that 76.6% of the 404,638 prisoners they tracked who were released in 2005 were arrested again within five years of their release. More than half of them were re-arrested within a year of leaving prison. The rate of recidivism was highest the first year after their release from prison and declined every following year.
ICD COPE is a chapter of Project COPE based in St. Louis, Missouri. Our mission is to partner with ex-offenders during that first, critical year out of incarceration to adjust to life outside of prison. We provide housing that is subsidized by the organization for the year-long term of our program. Our scope also includes providing access to job training, transportation, medical care and food. We also provide moral support and advice as we mentor our partners to re-establishing themselves as contributing members of the St. Louis-area community.
Recently we have set a goal to double the number of partners we can support each year, and to support both men and women. To accomplish this goal, we need to raise $20,000 to add to our own funds so we can purchase another house and have one home available for women and another for men. We have found that after years in prison with cellmates and other prisoners, our partners are more motivated to succeed when they have their own places to live. It also helps them to learn to live on their own and gain independence.
ICD COPE was started in 2007, and since then we have partnered with eight ex-prisoners. Seven of those eight prisoners have remained out of prison and COPE helped each of them to purchase a car, gain employment and complete job training. We have also worked with those partners to keep away from drugs and alcohol and to start saving money. At ICD COPE we stress the importance of being a responsible citizen, planning for the future and living independently and we are proud of the success that has come from motivated partners working together for a better tomorrow.
