Isla Vista Governance Financial Feasibility Study
Organized by: Jonathan Abboud
Isla Vista is our beloved home forever, it holds cherished memories for tens of thousands of past and current residents. The sense of community, beach access, close proximity of friends, parks, intellectual exchange, and more, all contribute to what makes IV unique. However, we all know IV is not without issues such as safety and housing, we need a mechanism to address them. IV is not a part of the cities of Goleta or Santa Barbara and there is no City of Isla Vista.
The two options for governance in Isla Vista are either a Community Services District or City Hood. Both these options will need to raise income through taxation and expend it on services for constituents. A financial feasibility study analyzes the available tax base and the approximate cost of running a government and services (such as lighting & sidewalks, community policing, a parking program, etc).
This study is absolutely necessary in the self governance movement. It will allow IV residents the ability to accurately gauge which services we can afford and to what degree. It will allow us to make an educated and informed decision in setting the tax rate to pay for those services.
This study is being contracted with EPS* with a cost of $70,000. However, we already have pledges from UC Santa Barbara, Santa Barbara City College, Supervisor Doreen Farr's Office, the Associated Students of UC Santa Barbara, and private individuals. Only $8,000 needs to be raised to meet our goal. We are so close, 89% of the way there.
Your contribution, $10 $15 or more, is critical in ensuring our beloved Isla Vista has a bright future. You will be remembered and recognized as part of a monumental victory 45 years in the making.
*In 2001, Economic Planning Systems (EPS) did a study for the incorporation of Goleta (which IV is not a part of) and did some research on Isla Vista local government options, that study can be found here: http://www.sblafco.org/docs/10027iv_rpt3.pdf
