Establishment of ICT Training Centre in Ikot Ekpene

INTRODUCTION: I want to establish an ICT Training facility (like the picture above) for youths, women and individuals within and outside the state; to help bridge the digital divide between them and open doors to many under-served youths in my state and beyond. The Training Centre’s immediate benefit shall focus on the creation of a better business competitiveness, jobs creation, investment opportunities, infrastructural improvements, academic enhancement, global inclusion and participation within the information society process. The following shall be the main objective of the (proposed) ICT Training Centre: To bridge the digital divide and open doors to many underserved youths of the state and beyond. Attaining height in the standard of education for Technology and the creation of new job opportunities and market oriented values using ICT. Development of a virtual library that provides information and answers urgent questions that meets real economic benefits, impact and social and gender inclusion. Improving quality of life and creating new opportunities for others who otherwise may not have had the opportunity. HOW FUNDS WILL BE USED: The funds gathered from this campaign shall be used for: 1) Building construction to accommodate the facilities for this projects 2) Purchase of Computer Systems, Workstation desks, servers, network cables. 3) Other equipment necessary to set up an ICT Training Centre 4) Purchase of training materials and bills. The Training Centre shall be used to conduct Computer-Based Tests for: 1) Joint Admissions & Matriculation Board (JAMB) 2) West African Examination Council (WAEC) 3) National Examination Council (NECO) 4) Test of English as a Foreign Language (TOEFL) 5) International English Language Testing System (IELTS) 6) Educational Testing Service (ETS) 7) Graduate Record Examination (GRE) 8) SAT (formerly known as Scholastic Aptitude Test, SAT Reasoning Test, etc.) Profits shall be generated from these examination bodies who would use the centre to conduct their examination biannually, annually or as the case may be. Income realized from these events shall be used in maintaining and upgrading the centre and its facilities, and would also be used in encouraging youths for micro-business startups. THE IMPACT: The project shall be a Model for other New Millennium ICTs project. It shall enhance the way people and organizations communicate, exchange knowledge and access information. The centre shall facilitate the development of: 1) Entrepreneurship and youth leadership development. 2) A unifying focus for all tribes, race without discrimination. 3) A centre that provide a world class and unique socio-economic, political and Technological development. 4) The project shall be a convergence of opportunity for moving people and ideas that maintains a high quality of life and sustainable development. RISKS/CHALLENGES: Since the centre is basically focused on accommodating candidates sitting for Computer-Based Testing (examination), the major challenge here is power in this part of the world. I am going to run an exam for two or three weeks and it must be run on diesel or petrol, which seems to be the cheapest, though technologically, solar energy would be more cheaper than running diesel or petrol in the generator. Another challenge, especially when starting this centre, is getting a place big enough to accommodate whatever I want to do. I need a big place (land) with ample space for parking lot and a holding area because of large crowd where the next batch of candidates can stay before their turn. Yet another challenge is the integrity of the personnel, which I must ascertain. The staff must not compromise. The person in charge of testing the server must be someone of impeccable integrity. SOLUTION: If the software is porous or he's someone who can hack into my database, or who might want to check the results and to change some; there will be problem which will dent the image of the centre. Even if the software person doesn't compromise, another member of staff might do and promise the candidates that they will manipulate for them, which they won't be able to do, but they would have tainted my name and centre. So, I have to be sure of the people I are employing. In CBT, the chances of exam malpractice are minimal and can be traced unlike in Paper & Pencil Testing (PPT). Also, if there is leakage of the exam, the paper can be cancelled immediately and I have another one written. So, if I assign someone trustworthy in place, I won't have anything to worry about.
