Jim graduated from Reading High and the United States Air Force Academy. After five years of active service in the Air Force, he attended the University of Pittsburgh Law School, graduating in 1982, and served a judicial clerkship with the late Honorable Arthur Ed. Saylor, Berks County Court of Common Pleas. Jim then began private practice, which he has successfully pursued for over 32 years. He is the most experienced attorney among the candidates for Judge.
For 23 years, Jim also served as an officer in the Pennsylvania Air National Guard. During that period, he was deployed for several real world contingencies and assignments overseas and throughout the United States. He retired from the Air National Guard as a Brigadier General in 2004.
Jim has had over one hundred jury and non-jury trials in Berks and surrounding counties, as well as in the Federal Courts. He has also appeared before all Pennsylvania Appellate Courts. In virtually all of these appearances, Jim appeared as the sole or lead attorney in court for his client.
In recent years, Jim has had the honor of representing several important public agencies, including school districts, municipalities, and authorities. As an attorney and Shareholder with the firm of Kozloff Stoudt, he has also represented private businesses and individual clients in a wide variety of matters.
Jim and his wife, the former Lori Ranck, have three grown children, Matt, Kelsey and Margaret. Jim and Lori are both very involved in service to the community. Lori is active in the Reading School District tutor program, Wilson Area Food Pantry, and St. John’s Lutheran Church Personnel Committee. As to Jim's volunteer activities, he is a board member for the Center for Excellence in Local Government at Albright College and Bellco Federal Credit Union, serves as Judge Advocate for the Veterans of Foreign Wars (VFW), Post 38, Reading, and is counsel for the 193rd Special Operations Wing Association, Harrisburg. He serves on the Assisting Minister and Bread Ministry Committees at St. Paul's Lutheran Church, Reading, and is an active member of St. John's Lutheran Church, Sinking Spring.
