Support elderly in Singapore!

Singapore is a developed nation with very less unemployment rates and low inflation rates. I am a young and well settled person working in a financial firm, however in my final year in University I tried to solve this issue but failed, hence ended up doing a project to deal with cigarette smoking in Singapore. Now my focus is on old and elderly.
Problem: Because of no pension schemes, it is very hard for elderly to retire and they are forced to work until they give up on their lives. I would like to donate these elderly who are 70 years old and above and working as waiters and in cleaning services. If I am able to achieve this goal, I will donate each person with 200 dollars each to help with food expenses for each month.
Currently I am donating $20 SGD from my pocket for cancer patients who cannot meet the medical expenses. Please help me achieve the above mentioned target.
