The NAP of Africa (NOA) is a strategic initiative to improve the telecommunications and Internet connectivity of Tanzania and the East Africa region. The goal of the NOA is to build a state of the art, high technology Network Access Point to enable the interconnection of telecommunications and data networks to improve the communications infrastructure between Tanzania and East Africa, and the rest of the world. NAPs or Internet Exchanges (“IXs”) are centralized locations strategically located around the world where telecommunications and data networks meet to interconnect and exchange data (voice, images, video and all forms of digital telecommunications); much like air carriers meet at primary international airports to exchange passengers and cargo. Successful NAPs must be operator neutral to encourage the largest possible collection of service providers to interconnect their networks at the NAP, thus making the NAP attractive to content providers, enterprise customers and government entities.

MCN Consulting, Co. Ltd., a Tanzanian corporation, has engaged with Terremark Worldwide, Inc. (Terremark) to cooperate in the development of the NOA project. Terremark is a leading operator of NAPs around the world. Terremark has successfully enhanced the traditional concept of a NAP by adding high-end, carrier-grade data center space and making their locations “virtual marketplaces” – vendor-neutral physical and logical points where telecommunications carriers, content providers and enterprises meet to do business among themselves.

The development of NOA will help position Tanzania to become the ICT Hub of the East Africa region. The NOA, together with the construction of new submarine cables that have provided unprecedented connectivity to Tanzanians and the construction of its National Fibre Network, are critical pieces of the ICT infrastructure of the country that will help propel Tanzania to a regional leadership position in ICT technologies.
