Founded by youth in 2007, the Council is a group of teens and young adults ages 15 to 21 who live in the 9 isolated North Quabbin towns. They meet most every Monday evening at YES from 5:30-7:00 p.m. to plan projects and activities to benefit the community. The Council has been instrumental in identifying issues of concern to youth in the 9 towns and helping schools, organizations and businesses do a better job of meeting the needs of youth through policymaking and program development.

The Council does have an adult volunteer youth organizer to support its work, but it is a youth-governed body. It provides youth an opportunity to gain leadership, project management, fundraising, and community organizing skills. Their community work helps them expand their network of adult contacts and job/career opportunities. And their participation and accomplishments as Council members provide content for their resumes and college admission and scholarship applications.

YES provides in-kind support to the Council by providing meeting and office space, bookkeeping and copying, but otherwise the Council operates as a self-supported and -directed unit. Although the Council has had no external funding since late 2009 and more of its energy has been re-directed from project work to fundraising, members have racked up an impressive track-record of accomplishments:
