THE STORY:

California’s One Million NIU (new internet users) in 2011 will train and connect one (1) million new internet users in 2011. The target population for NIU is parents who are not currently using the Internet. A majority of low-income parents want their children to go to college yet lack college-relevant knowledge about the prerequisites, paths, and processes that lead children to college. Knowledge deficits are more evident among parents with lower incomes and educational attainment. Many parents are completely unaware of the consequences low-academic performance has on their child’s future education and economic opportunities. Several recent studies show drop-out rates across the State of California average 50% for Black and Latino students.

A September 29, 2009 UC Santa Barbara study showed that high school drop-outs cost California over $1 billion a year. Not only are drop-outs twice as likely to commit crimes as high school graduates, but they also cost the state money in juvenile crimes and in economic losses, according to the UC Santa Barbara study. On May 28, 2010, CBS News correspondent Bill Whitaker reported dropouts [nationally] cost taxpayers more than $8 billion annually in public assistance programs like food stamps. Mr. Whitaker reports high school dropouts earn about $10 thousand less a year than workers with diplomas, that's $300 billion in lost earnings every year, and that drop-outs are more likely to be incarcerated, almost 60 percent of federal inmates are high school drop outs. In California, 75% of the 173,000 inmates are high school drop-outs.

NIU makes a purposeful effort to get parents engaged in their child’s education using on-line technology resources. There are a wide array of websites and on-line education resources in various languages available via the Internet. Parents with increased knowledge in technology and on-line education resources will become increasingly engaged in their child’s education. Teaching low-income parents how to access and use on-line education resources is work we have done for over 18 years and now collectively through the NIU we will accomplish more across cultural and linguistic challenges.
Approximately 80% of the children who will drop-out of school, will do so in the 9th grade. Given this data, NIU targets innovative partnerships with middle school parents. NIU will advance the computer knowledge and on-line website education setting-up permanent Internet access points for middle school parents, while simultaneously enhancing parent’s earning power in the job market. Parents will leave the course with knowledge on and have permanent access to the Internet and on-line resources for the purposes of developing an Education/Graduation Plan in PowerPoint, which will serve to increase their engagement in their child’s education. Studies show that a parent engaged in their child’s education doubles the chances of that child graduating from high school.
