The Oroville Economic and Community Development Corporation (OECDC) is a non-profit 501(c)3 california corporation.  OECDC operates Northern California Treatment Services, the largest substance abuse recovery program in Butte County, CA where it serves over 60 clients in fifteen houses thoughout Oroville, CA.  It's website is www.norcaltreatment.org. OECDC is starting Victory Village is a transitional living and substance abuse recovery program specifically for Veterans in Oroville, CA.  At the main facilty, we have the capacity to serve 24 Veterans.  The Cottage, our facility nearby, will accommodate 13 women Veterans.  The Kaufman building will provide jobs and employment training for Veterans once recovered from their addictions.  We have nine Veterans in the program now with a capacity of 39 in total.  The Victory Village website is www.victoryvillagevets.org.

We are extremely proud of Pete a recent graduate of our program.  Pete was an Army Airborne Ranger and upon his discharge fell in with a violent motorcycle gang.  He was seriously addicted to meth and facing a long prison sentence for armed robbery and bad check writing when we met him.  We prevailed upon the court to have Pete remanded to our program where he stayed for two years and became a house manager.  Once clean and sober, Pete's interest and talent in graphic arts reappeared and he attended Butte Community College earning a 3.9 GPA.  He then applied to Columbia University and was accepted.  That's right, Columbia.  Pete is now doing very well.  From meth addict to Ivy League scholar.  Pete's story is a dramatic example of recovery, one that we are proud to have participated in.

We are starting a discount grocery store and thrift merchandise mart, the income from which will be used to support the Veteran's program and to provide job training and employment for Veterans in recovery.  We seek a total of $15,000, to stock the store and pay other start-up expenses including support to help keep Pete in school.
