Very old homes, no industry, and extremely harsh weather conditions. No surplus funds exist for the poor families living in the oldest city in New York State to maintain, and upkeep their homes. Outdated heating systems claims a few lives each winter. Natural gas has now arrived, however getting funds to update heating system is scarce. Aged roofing, rotted wood frames, reinforced insulation all require money these homeowners cannot borrow, or repay due to limited income. Average home value of homes that need work done is $45,000.00. The course that homes in this area follow presently is the homes gets very rundown, then get abandoned, or condemned. The village & town then become owners of these properties. Overall its not working over here. Money is needed to just get homes to the basic HUD living standards. Then the residents can stay, and continue paying their utilities, and property taxes with their limited incomes.
