In the Beginning...
The organization was created in 2003 by Carla Walker-Miller while on the Detroit Board of Water Commissioners. As a water commissioner, she saw a need to help low-income families and senior citizens maintain their water services when unable to pay.
With the support of the Detroit Water and Sewerage Department (DWSD), Detroit residents, members of the business community, and Detroit City government, WAVE was formed.
The WAVE Fund has been appointed by Mayor Mike Duggan (City of Detroit) to become a fundraising arm in the community while partnering with the City of Detroit and the Detroit Water and Sewerage Department.
Since established, WAVE has assisted over 9,200 families/households and has distributed over $2 million toward water bills in arrears to help retain services.
WAVE is designed to offer emergency funding to help prevent water shut-offs or restore water services for eligible recipients in arrears with paying their Detroit water and sewer bill.
Funds are earmarked specifically for payment of water and sewer bills.
