Soring is the unethical and illegal practice of deliberately inflicting pain to exaggerate the leg motion of gaited horses to gain an unfair advantage in the show ring. According to USDA records , 98% of all Horse Protection Act violations are on horses wearing Stacks & Chains.
Soring involves applying caustic chemicals such as kerosene, diesel fuel, gojo hand cleaner, mustard oil, croton oil and various combinations of irritants to the horse’s pastern area. The forelegs are wrapped in plastic to literally cook the chemicals into the skin. This blistering effect causes the horse’s legs to be sensitive to action devices, specifically chains. The horse resists the temptation to allow the hoof to strike the ground, resulting in the “high-stepping” action seen in the Big Lick show ring. This method usually leaves obvious scars, which may be burned off using a chemical stripping agent, often salicylic acid, causing the horse intense pain.
The Prevent All Soring Tactics Act of 2015 or the PAST Act is a bill which will amend the Horse Protection Act (HPA) of 1970. Although soring has been illegal since 1970, the inability of the (USDA) to enforce the law and prosecute those who break the law, as well as continued failure of the industry to police itself, requires the law to be amended. If passed, the PAST Act will grant the USDA greater ability to enforce the law, remove the responsibility of inspecting horses from industry owned inspection agencies, strengthen penalties for violations, and ban the use of all soring-implicated devices such as Stacks and Chains.
