THE STORY:

A St. Louis couple is fighting to adopt their biological grandson. However, they're running into roadblocks with the state because of outstanding traffic warrants.

James and Hilda Norwood have been slapped with dozens of arrest warrants for traffic violations and one for failure to pay for trash services.

While there are state laws that prevent convicted felons from adopting children, the Norwood’s are not felons, but they are bogged down with arrest warrants that carry hefty bonds they can't afford to pay.

Blake Strode represents the Norwood’s. He says the problem isn't with the law or the state, but rather the municipal justice system which operates in this region, "which is to say people are criminalized for everyday violations."

The Norwood’s are not felons and their warrants don`t appear to be covered under the law.

However their attorney says their ability to adopt their grandson is clearly threatened because of them.
