(Metaphorically speaking, the little girl is me, the Forrest represents time, the light is both my boys, and the beast is finally overcoming corruption and justice prevails. Unfortunately, my boys and I have yet to dance.)


The little girl wandered through the thick and clumsy forest. Gently being pushed by instinct to survive and coaxed by a thin ray of light that often disappeared.

Exhausted from the journey and lack of necessity, a blanket of desperation smothered her.

The salt of her sweat punished her eyes. She believed she would go blind. The presence of the beast surrounded her, draped in the color of cowards that feasted on their fear. As the battle raged, her pulse began to weaken.

She cried out to the shadows for strength and found endless time and space. Her body wracked with pain as her mind slowly escaped her. On her knees the tiny body etched the blood covered ground. Searching for something familiar or the power of new.

In the distance the light continued to call her name. Begging her to stand. The cries of the light filled her with hope and belief.

She stood before the beast as only one tear fell. She watched her tear diminish and slowly drew her sword. Beheading the beast while sitting upon its throat she felt its last breath wash over her.

Now an old woman, she wiped the blood from her hands. Never once did she look back at the corpse lying amongst the faces she once called friends.

Filling the forest with color she took the hand of light

and danced

and danced!

Apr. 7 - The following week home visit, unsuccessful.

May 31 - 2 months later home visit, unsuccessful. Aunt Rosie answered door.

June 7 - The following week home visit, unsuccessful.

June – Schaper did not return Wade’s 3 phone messages.

June 5 – Letter to Mr. Coe requesting contact.

July 26 – Home visit unsuccessful. Kia Optima in drive way. Front driver’s side smashed. No back window.

Case closed. No response from Mr. Coe. Unable to Locate Family.

The report indicates that Schaper began the investigation on 10.24, one week after receiving case. Failed to make face to face contact with Mr. Coe at the 3 addresses Dept had on file.

Dec.14 – Dec..28 Schaper did not make any effort to contact Mr. Coe or JMC for almost 2 months. In a 2 week period in December Schaper sent a letter to Mr. Coe requesting contact, 4 unsuccessful phone calls, and one unsuccessful home visit. Mr. Coe’s sister Christy stated Mr. Coe had the flu and would relay a message to him.

One week later Schaper made 2 unsuccessful home visits and one unsuccessful phone call.

Case closed. No response from Mr. Coe. Unable to Locate Family.

CPS Social Worker was in charge of investigating 7 cases reporting Neglect, Physical Abuse, Sexual Abuse, and Exposure to Elements, from several different sources. All 7 cases Schaper was not able to make a home visit or contact with Mr. Coe with the exception of one phone conversation.

Schaper reported no information available regarding Domestic Violence in each report but did include Mr. Coe convicted of Disorderly Conduct. Mr. Coe’s DC was a plea from Domestic Violence.

Schaper reported no information available indicating Mr. Coe being a sex offender but did report Mr. Coe violating the Sex Off Reg Rules.

None of the reports came from Ms. Wade.

Feb 14 Sandberg met with Mr. Coe and JMC in his office.

Feb 15 Sandberg Home Visit Occurred.

Feb 20 Phone – Mr. Coe No Answer

Apr 05 Phone – Mr. Coe No Answer

Feb 13 Email – Sandberg received an email from CPS worker Allison Schaper regarding a phone call she received from RPD Sgt. Metoyer. Sgt. Metoyer’s call to Schaper was in Response to an email I had sent to numerous government organizations and individuals requesting they help JMC immediately, RPD Sgt. Metoyer received a call from Governor Scott Walker as well as Tim Schindler the Area Administrator of Department of Children and Families Bureau of Regional Operations suggesting JMC removed from Mr. Coe’s care pending a full investigation. JMC was not removed. Instead RPD officers did a well check.

*I think it’s worth noting that Schaper chose to use email rather than calling Sandberg to pass along the Gov. Walker and Mr. Schindler’s call to Sgt. Metoyer on behalf of JMC. Schaper also referred to Mr. Schindler as “some other man” and “that man” in her email correspondence wia  th Sandberg. Just one more example of Schaper’s incompetence, unprofessionalism, or another family friend of the Coe’s?

CPS Worker Robert Sandberg

 

Sandberg made 3 unsuccessful visits to Mr. Coe’s home as well 4 unsuccessful phone calls and sent a letter requesting contact.

Sandberg closed case 10 days earlier than the 60 day required investigation upon substantiated abuse.

 

 

SUMMARY of CPS INVESTIGATIONS

In a period of 13 months Mr. Coe had 8 open cases with CPS.

Six of those cases were closed without any contact with Mr. Coe and JMC.

CPS failed to contact any of the numerous witnesses that could confirm physical, sexual, and emotional abuse. Witnesses that could verify that Mr. Coe consistently put JMC in mortal danger. Witnesses that could confirm Mr. Coe was not capable of caring for JMC and or preventing JMC from harm.

CPS failed to question BBR concerning JMC’s behavior beginning at 2 yrs old displaying signs of physical and sexual abuse. *see Time Line of Abuse.

Each of the 6 case reported to CPS worker Schaper involved drugs, alcohol, and firearms in JMC’s presence. Each were closed unsubstantiated without being investigated due to Mr. Coe and JMC could not be located. Mr. Coe made no attempt to contact Schaper. Even after being arrested under the influence of numerous drugs and alcohol for firearm violations and recklessly endangering the lives of women, children, police officers, etc CPS failed to protect JMC by closing 2 more reported cases of abuse without an investigating any further than 2 conversations with Mr. Coe and one walk through of Mr. Coe’s home while JMC was present.

Consistently CPS workers claimed there was no evidence of Domestic Violence yet reported Mr. Coe was found guilty of a disorderly conduct via CCAPS. Mr. Coe’s Disorderly Conduct stemmed from an assault charge as well as kidnapping

Consistently CPS workers claimed there was no record of Mr. Coe being a sex offender yet reported Mr. Coe was found guilty of violating the WI Sex Offender Rules.
