The Franklin L. Tull Memorial Scholarship Fund is held in memory of a treasured former principal at William Paca/Old Post Rd Elementary School in Harford County, Maryland. Mr. Tull's unwavering belief in every student set strong foundations for student success in a school where 68% of students live in or near poverty.
After teaching for several years, Franklin enrolled in Morgan State University, where he earned a Master's degree in Administration and Supervision. Since joining the educational team of Harford County Public Schools, Franklin has also served as the Assistant Principal of Edgewood Middle School, Principal of Havre de Grace Elementary School, and has been the Principal of William Paca/Old Post Road for the past 10 years. He planned to retire at the end of the 2006-2007 school year, with 32 years of service.
Franklin loved life and believed each day should be lived to its fullest. Riding his motorcycle was one of his hobbies. He would ride with friends sometimes as far as Maine and Tennessee. He also loved to golf, but his latest love was flying. After receiving his pilot's license he spent endless hours flying. He often told his family that he belonged in the air. He would plan family trips to the Airpark to share his love of flying with his students.
Mr. Tull was a devoted educator and principal for the over 1000 students in his school. The Franklin L. Tull Memorial Scholarship fund will help many students who live in low economic environments demystify the college process and become the first generation in their family to attend college. Every dollar raised will help a child make college a reality.
