Last year, Twin Cities RISE! (TCR!) was named one of the most innovative market-based solutions that create economic opportunity and generate employment for disadvantaged populations. The Ashoka Changemakers competition had nearly 900 applicants worldwide, and TCR! was one of five winners.
Over nearly 20 years, TCR! has developed a transformational anti-poverty program under the vision of founder and social entrepreneur Steve Rothschild (www.steverothschild.org). We provide long-term job training and placement for adults facing barriers to employment success and financial independence.
With this competition’s award, we will increase our ability to serve low-income adults by expanding staff capacity to teach, connect with employers, and secure job placements.
Our program incorporates hard skills training and rigorous Personal Empowerment, one-on-one coaching, internships and employment placement, and culminates in full-time, living wage jobs.
TCR! is a performance-driven organization that is committed to ongoing evaluation. Our outcomes reflect that dedication:
- Full-Time Employment and Change in Income: The average full-time placement wage was $26,788 per year, up from $5,889 at program start (income change of $20,899 or 355%).
- Job Retention: Our long-term job retention average is 81% at 12 months and 70% at 24 months. We are unaware of any other programs with similar results.
- ROI: Data demonstrate that for each final placement, state taxpayers receive a value of more than $50,000, equivalent to an ROI of more than $7 for every $1 invested. This benefit is in the form of increased sales and income taxes, decreased government benefits, and reduced expenses in the criminal justice system.
- Reduction in Recidivism: The national recidivism rate is 62%. The recidivism rate for TCR! graduates who are ex-offenders is 16%.
