Liberia is a small country in West Africa that has just emerged from 14 years of civil war which destroyed the country's infrastructure, killed, maimed, and displaced hundreds of thousands of its citizens. Recently it has witnessed two civil wars, the Liberian Civil War (1989–1996), and the second Liberian Civil War (1999–2003), that have displaced hundreds of thousands and destroyed its economy.
Liberia is still one of the poorest countries in the world. Liberia has a collapsed state with a very small budget and enormous needs: 80% unemployment; extreme poverty with average earnings of $1 a day; no electricity; no landlines; no running water; no sewage system; unpaid police and little infrastructure. There are not sufficient funds in the state budget to address the massive needs in education. Unfortunately, though Liberia is the second oldest black republic in the world, no previous president has focused primarily on education. The entire country has depended on only two prominent universities for over 100 years to educate its 3.5 million people. Unfortunately, Liberia, the only country colonized by the USA by Africa, does not have a Public Library system.
These facts have obvious outcomes on the country’s population. Many Liberian children cannot read and write. In fact, Liberia is one of three countries in the world where young people are less educated than their parents.
